ข้อพิจารณามโนทัศน์ใหม่ของ “นิยามผู้สูงอายุ” และ “อายุเกษียณ” ในประเทศไทย

บทคัดย่อ

บทความทางวิชาการนี้ มีวัตถุประสงค์เพื่อจุดประเด็นความคิดในสังคมไทยเกี่ยวกับข้อพิจารณาในการปรับเปลี่ยนมุมมองและมโนทัศน์ใหม่ต่อ 1) การให้ความหมายและการกำหนดนิยามผู้สูงอายุไทยซึ่งปัจจุบันใช้เกณฑ์อายุตามปีปฎิทินที่ 60 ปีขึ้นไป และ 2) กำหนดอายุเกษียณของแรงงานไทย ทั้งอายุเกษียณที่เป็นทางการของคนทำงานภาครัฐที่อายุ 60 ปี และอายุเกษียณของภาคเอกชนซึ่งไม่มีกำหนดตายตัว แต่เกี่ยวพันกับกำหนด
อายุที่เกิดสิทธิ กรณีชราภาพของระบบประกันสังคมซึ่งกำหนดที่อายุ 55 ปี ขึ้นไป ภายใต้วัตถุประสงค์ข้างต้น การนำเสนอประกอบด้วยข้อมูลและบทวิเคราะห์จากการทบทวนวรรณกรรมที่เกี่ยวข้องกับเกณฑ์การกำหนดนิยามความเป็นผู้สูงอายุของบุคคล การกำหนดอายุเกษียณในมุมมองเชิงวิชาการและในทางปฏิบัติ สถานการณ์ผู้สูงอายุและการทำงานของผู้สูงอายุในประเทศไทย ผลกระทบจากการสูงวัยของประชากรที่จะมีต่อเศรษฐกิจและสังคมในภาพรวม ซึ่งทั้งหมด ในท้ายที่สุดนำไปสู่ประเด็นข้อพิจารณาเกี่ยวกับมโนทัศน์ใหม่ของนิยามผู้สูงอายุและอายุเกษียณ ที่เหมาะสมกับสถานการณ์สังคมผู้สูงอายุในปัจจุบัน และจะเป็นผลดีต่อการพัฒนาคุณภาพชีวิต สุขภาพกายและสุขภาพจิตของผู้สูงอายุ

Issues in Considering the New Concept of “the Elderly’s Definition” and “the Age of Retirement” in Thailand

Abstract

This article aims to point out issues for Thai society to consider in respect of perspectives and new concept towards 1) meaning and the definition of “the elderly” which is currently defined to start at age of 60 calendar years, and 2) “retirement age” both the official one for the public workers at age 60 years and the practical one in private sector which is flexible but relating to the pensionable age of the Social Security Scheme at age 55 years. In this regards, it presents information and discussions from literature reviews respecting common criterions those are used in defining an individual as the elderly, retirement age in academic point of views and in practice, current situations of ageing and the elderly participation in the workforce in Thailand, and economic and social impacts of the ageing population being in concerns. All of these lead us to considerations about the new concepts of the elderly definition and retirement age those suit for the current ageing situation and benefit better for the elderly in terms of quality of life, physical and mental health.
